Promoting a culture of public participation is a core concern of the City of Vaudreuil-Dorion.

2024 Participatory Budget

The City of Vaudreuil-Dorion continues to promote a culture of public participation, as stipulated in aspiration 5 of its 2020 > 2025 strategic plan, Habité par ma ville. The fourth edition of the participatory budget features a $65,000 general component and a $10,000 youth component. The $25,000 Ecoprojects Community Fund will take place again next spring. This brings the total allocated budget to $100,000.

  • Enable citizens to initiate projects and submit investment ideas to meet community needs.
  • Create a new collaborative dynamic between citizens, elected officials and municipal civil servants.
  • Familiarize citizens with the budgetary process.
  • Develop a culture of citizen participation.

The total budget is $100,000.

Participants

General section

Any Vaudreuil-Dorion resident aged 18 and over can submit a project, alone or as part of a team. Participation is on a personal, non-professional basis. Associations and corporations are not eligible to submit projects, as they have access to City subsidy programs. However, a citizen may submit a project and be supported by an organization or institution.

Youth section

All Vaudreuil-Dorion residents aged 12 to 17 accompanied by an adult countersigning the form and additional documents.

Eligibility criteria

  • The project must meet community needs.
  • The capital expenditure (a capital asset is a piece of equipment or infrastructure with a useful life of at least three years) must not exceed $65,000 for the general component and $10,000 for the youth component.
  • The project must be carried out on municipal property.
  • It must be fully feasible within one year of the selection process.
  • It must comply with the laws governing towns and cities, as well as with municipal by-laws, policies or action plans.
  • The project must fall within the City's areas of jurisdiction, i.e. recreation, culture or community life.
  • Environmental projects must be submitted to the Ecoprojets 2025 Community Fund (the 2024 edition took place in the spring).
  • A project in line with the 2020>2025 strategic plan may be favored.
  • The project must be submitted using the form designed for this purpose, and supporting documents, if required, must accompany the form. For example, a citizen could submit inspirational photos, quotes, etc.
  • The project must be carried out and managed exclusively by the City of Vaudreuil-Dorion.
  • The analysis committee reserves the right to propose modifications to a project in order to bring it into compliance with municipal standards. If the project does not comply with the Municipality's requirements, it will be rejected.
  • The project must not generate significant recurring operating costs.
  • If the project includes artwork, the artist must assign all artist's rights to the City. The project must not include elements of a discriminatory, defamatory or religious nature.

City of Vaudreuil-Dorion employees, council members and their immediate families are not eligible to submit projects.

Coordination Committee

The coordinating committee is made up of representatives from the Communications, Finance and Treasury, Recreation and Culture, Land Use Planning, Engineering and Environment departments, and an elected official. This committee will analyze the admissibility of projects according to eligibility criteria, and will select the projects to be submitted to a vote by residents.

  • Official launch of the Participatory Budget / August 27, 2024
  • Project submission period / August 27 to September 30, 2024
  • Analysis of projects / October 2 to October 11, 2024 (Participating citizens may be asked to answer questions from the committee).
  • Identification of projects to be put to a public vote on October 21.
  • Public unveiling of finalist projects / November 4, 2024 (City of Vaudreuil-Dorion website)
  • Voting period / November 4 to 22, 2024 (Citizens vote on the City's website in the section provided for this purpose).
  • Announcement of winning projects and their adoption when the 2025 budget is tabled / December 9, 2024

Voting eligibility

  • One vote per resident of Vaudreuil-Dorion aged 12 and over is permitted (one vote per e-mail address).
  • Voters can cast their ballots on the city's website, on a dedicated page.
  • Citizens who do not have access to an Internet connection may vote at the municipal library.
  • Citizens will be asked to vote for their favorite project. The voting system allows only one project to be chosen.
  • If two projects have the same number of points, both can be carried out if the total amount does not exceed the amount allocated to each section of the participatory budget. If it is impossible to carry out both projects, a draw will determine the winner.
  • A citizen whose project has won the public vote may not submit another project in the following two years.

Participatory budget 2023

At the special 2024 budget session, the Director of Finance and Treasury, Marco Pilon, unveiled the winning project of the 3rd edition of the City of Vaudreuil-Dorion's participatory budget, the outdoor training modules. Citizens voted 60% in favor of this project, while 40% preferred the Vieux Dorion water access point proposal. A total of 378 Vaudreuil-Dorion residents submitted their votes via the online survey platform.

Youth section

The winning project is by Alexandria Diardichuk-Marinakis, entitled Jeunes artistes de Vaudreuil-Dorion : Paysages en fleurs.

Youth survey

Young people aged 11 to 25 living in Vaudreuil-Dorion were asked to take part in a survey to find out their opinions and preferences. The results were presented on November 10, 2023 at the third edition of the community forum on the theme of La place des jeunes dans la communauté. The data received will also be used to develop activities and services that better meet their needs.

2022 Participatory Budget 

Three projects were selected from among the ten or so proposals received during this second edition of the of the participatory budget launched in September 2022. The voting period is now over. The project that received the most votes was the object library.

Fêtes de quartier

In anticipation of the return of the Fêtes de quartier in 2023, the City of Vaudreuil-Dorion consulted citizens to help choose the event best suited to the residents of the various districts. The population was invited to vote for the special animation of their neighbourhood park.

Survey on the appreciation of the 405

The City of Vaudreuil-Dorion wanted to collect suggestions from users of Le 405 Park to find out how they feel about the 2022 program. The results will guide the Recreation and Cultural Services Department in creating the park's future activity offer in 2023.

2023-2027 Environmental Policy's survey

The City of Vaudreuil-Dorion's first 2018-2022 Environmental Policy will soon be coming to an end. This policy is an important tool not only for assisting the City in making informed decisions, but also for demonstrating, in a way that is timeless, the City's commitment to protecting the environment. Preparations for its update for 2023-2027 is already begun. It is with this in mind that the City launched a public survey to ensure that the process of creating the new policy gives consideration to the concerns people may have about environmental issues.

Survey about neighbourhood life

The purpose of this survey is to draw a picture of neighbourhood life in the various districts of Vaudreuil-Dorion. Your answers will allow us to target the actions to be implemented in order to develop a neighbourhood spirit that is in line with the "Voisins solidaires" program.

Voisins solidaires is an approach that invites citizens to develop neighbourhood solidarity in their area. It aims to strengthen cordiality and small services between neighbours, as well as to establish a community spirit in the neighbourhoods.

Survey on the service offer at the new Harwood Nature Park

In its aim to identify a long-term plan for the Harwood Nature Park and its service offering, the City of Vaudreuil-Dorion called on its citizens to learn more about their needs related to parks and outdoor activities. An online survey was conducted for this purpose between November 12th and December 6th, 2021 in which 2,133 people participated. Overall, the responses make it quite clear that the population is looking for a service offering that respects the site’s natural environment.
